SITUATION:
In 2001, QRS reviewed the Democratic National Committee's (DNC) telecommunication infrastructure to discover guilt of billing errors and issues; high monthly service fees; and network inefficiencies that resulted in staff often not being able to make an out bound calls.

APPROACH:
Working in concert with DNC staff, QRS reviewed over 50 telecommunication bills, examined lines and equipment. QRS met with the DNC department directors and staff to determine the Committee's requirements and issues with the current infrastructure. QRS also met with all of the DNC's telecommunication vendors and determined the status of each telecom contract.

QRS proposed a plan to the executive staff of the DNC and formed a working group team with the DNC's telecom staff. QRS executed its plan by first negotiating new contracts for all of the telecommunication services - and in several cases negotiated a bundled service contract, which combined several services under one agreement, to provide even more substantial cost saving. In cases where the DNC was to switch providers, QRS negotiated service credits from the provider, to help subsidize expenses for the optimization and reconfiguration of the DNC's system - which cleared up all call routing problems.

QRS then managed the telecommunication infrastructure and billing systems for the DNC after the migration. QRS discovered hundreds of thousands of dollars of errors and inaccurate rates being charged to the DNC by telecommunication providers. QRS reviewed these errors with DNC staff so that future errors would be caught before payment was submitted and worked with carriers to secure the appropriate service credits for the DNC.

RESULT:
QRS saved the DNC over a $1.65 million in telecommunications expenses. QRS was also able to s ecure several hundred thousand dollars in service credits from the carriers for billing errors. QRS was also able to optimize the DNC's voice and data infrastructure - providing solid and flexible foundation to which enabled the DNC to provide service to all the new staff hired to support the Democratic Party during the 2004 Presidential Campaign.
